ACEC Oklahoma congratulates Garver and the City of Norman for delivering a project that will benefit residents and visitors for generations to come.

The James Garner Avenue Extension in Norman, Oklahoma, has been recognized with a 2025 ACEC Oklahoma Engineering Excellence Award (EEA) for its outstanding contribution to infrastructure, mobility, and community development. This transformative transportation project created a new north–south corridor connecting downtown Norman to Flood Avenue and the surrounding transportation network. The extension improves access, enhances traffic circulation, and provides a more efficient route for residents, businesses, and visitors traveling through the city.

The project extended James Garner Avenue from Acres Street, crossing over Robinson Street and connecting directly to Flood Avenue. The new corridor includes modern roadway design features intended to improve safety, traffic flow, and pedestrian accessibility while supporting future growth in the area. Designing and constructing the extension required innovative solutions to address multiple technical and logistical challenges, including:

• Integrating a new transportation corridor into an established urban area

• Designing a bridge crossing over a major arterial roadway

• Maintaining traffic operations and access throughout construction

• Coordinating roadway, pedestrian, and aesthetic improvements within a limited corridor footprint

Through thoughtful planning and collaboration, Garver delivered a solution that improves safety, accessibility, and long-term functionality for the community. The James Garner Avenue Extension is a major investment in Norman’s future. By improving connectivity between downtown Norman and key transportation routes, the project:
